How to get government plumbing and mechanical contracts
A housing authority with 800 apartments has a plumbing problem every day of the year. A school district has a hundred restrooms, forty water heaters and a boiler room in every building. A county has a jail where a flooded cell block is an emergency at any hour. None of these buyers keep enough plumbers on staff to cover that, so they buy the coverage: an on-call plumbing contract, bid on hourly rates, renewed for three to five years to whoever showed up within four hours and passed the maintenance supervisor's inspection.
Around that core sit the capital jobs, water heater and boiler replacements, restroom renovations, backflow programs, and, for the next decade, the largest single plumbing program in the country: lead service line replacement, with 15 billion dollars of federal money flowing through state revolving funds and a federal rule requiring every lead line replaced within ten years of November 2027.

The short version

Housing authorities deserve the most attention: constant volume, long contracts, incumbents who have held the work for a decade, and federal rules that scare off competitors but are learnable. What the on-call contract looks like and how it is priced
The on-call plumbing contract is a unit-price, indefinite-quantity agreement: the buyer promises nothing, orders work as it comes, and pays hourly rates set at bid. The variations are in what the rate includes and how the award is calculated.

Three clauses decide whether the contract makes money. The first is what the rate must absorb: Hall County's rates include travel and forbid overtime charges, so a call at the far end of the county on a Saturday is billed at the weekday rate. The second is materials: McKeesport supplies parts from its own stock first and pays only for labor on those calls, so a bid that assumed a markup on every fixture is wrong. The third is the emergency window. Four hours at seven developments is a dispatch problem, and a shop that cannot meet it in month three is a shop that does not get the option years. Capital work is bought separately as a sealed bid: Sedgwick County, Kansas, bid replacement of all six domestic water heaters at its adult detention facility, installed between 1997 and 2012, with Davis-Bacon rates, Build America Buy America sourcing, a bid bond and a 100 percent performance bond within 30 days of award. The shop holding the county's on-call contract knew those heaters were failing a year before the bid was written.
Lead service line replacement: the program that will define the decade
The Environmental Protection Agency finalized the Lead and Copper Rule Improvements on October 8, 2024. Community water systems must complete a baseline inventory by the November 1, 2027 compliance date and replace all lead and galvanized-requiring-replacement service lines within ten years of it, at a minimum pace of ten percent a year, with the lead action level dropping from 15 to 10 micrograms per liter on the same date. The Infrastructure Investment and Jobs Act appropriated 3 billion dollars a year for fiscal years 2022 through 2026, 15 billion in total, through the Drinking Water State Revolving Fund, with 49 percent going out as grants or principal forgiveness; the EPA announced the final 2.9 billion dollar tranche on May 20, 2026. Check the current status of the rule and your state's SRF intended use plan with the state primacy agency, because deadlines and set-asides have moved before.
What that looks like on a bid form: the City of Evanston, Illinois, Bid 26-18, 2026 Annual Lead Service Line Replacement, is a unit-price contract funded by an Illinois EPA loan, carrying Davis-Bacon and the Illinois Prevailing Wage Act, a five percent bid bond, 100 percent performance and payment bonds, and Illinois EPA disadvantaged business enterprise requirements. The service line lines are priced each: 42 short public-side replacements, 88 short full, 45 long public-side, 64 long full, 4 short private-side and 114 long private-side, 357 service lines in one annual bid alongside sanitary service adjustments and hydrant removals. Moline opened its 2026 program on March 23; the Village of DePue bid for a September 29, 2026 opening; Pittsburgh Water advertised about 1,500 locations; Minneapolis opened its year-three bids on January 21, 2026.
The public side of a service line, main to curb stop, is utility contractor work: excavation, traffic control, restoration, often a general engineering license. The private side, curb stop to meter, is licensed plumbing work inside the customer's property, and the rule pushes systems toward full replacement. That makes a licensed plumbing contractor either a bidder on private-side programs or the subcontractor a utility contractor needs. Backflow testing and cross-connection control programs
Every water purveyor runs a cross-connection control program, and every backflow prevention assembly in it is tested at least annually by a certified tester. That creates two contract types. Public buildings need their own assemblies tested: McKeesport wrote an annual maintenance visit for every authority backflow preventer, with a written report and checklist per unit, into its plumbing support contract. And purveyors sometimes contract out testing, tracking or repair of assemblies on customer premises as a unit-price program.
Certification is state-specific. Texas issues the Backflow Prevention Assembly Tester license through the Commission on Environmental Quality: two years of experience, a 40-hour approved course, a written and practical exam, a 111 dollar application fee, and 24 hours of continuing education including eight hands-on for each three-year renewal; fire-line testing is restricted to testers permanently employed by approved fire protection contractors. California purveyors recognize the American Water Works Association and American Backflow Prevention Association certifications. Elsewhere the ASSE 5110 series is the standard. Licensing: what is checked before the price is read
- Texas. A company may contract plumbing work only through a Responsible Master Plumber of record, a master plumber who holds the designation from the State Board of Plumbing Examiners, carries at least 300,000 dollars of commercial general liability insurance, and may be RMP for only one company at a time.
- California. The C-36 plumbing classification, the C-4 boiler, hot water heating and steam fitting classification for boiler work, and Department of Industrial Relations registration before any public bid.
- Florida. The certified plumbing contractor license from the Construction Industry Licensing Board for statewide work.
- Massachusetts. A master plumber's license from the Board of State Examiners of Plumbers and Gas Fitters; on building projects over 150,000 dollars under M.G.L. c.149, plumbing over 25,000 dollars is a filed sub-bid trade with its own deadline.
- Pennsylvania and other local-license states. No state plumbing license; McKeesport asked for a Pennsylvania contractor's license or the appropriate local license, so the municipal plumbing license where the property sits is what counts.
Boilers add ASME-stamped equipment, National Board registration, state boiler inspection and the CSD-1 controls standard, and in several states a separate installer or steamfitter license. Medical gas work in hospitals requires ASSE 6010 installer certification. Solicitations name the license they want, and a bid without it is non-responsive before price is opened. Prevailing wage, HUD maintenance rates and Section 3
Housing authority plumbing runs under three federal labor rules, and knowing which one applies to a given work order is what separates a compliant invoice from a payroll finding.
- Routine maintenance on public housing, which is most on-call work, is paid at HUD-determined maintenance wage rates, set for each authority under 24 CFR 965 and HUD Handbook 1344.1, not Davis-Bacon.
- Development and modernization over 2,000 dollars, including Capital Fund projects like water heater replacement across a development, carries Davis-Bacon rates and weekly certified payroll.
- Section 3 of the Housing and Urban Development Act of 1968, 24 CFR Part 75, applies to the contract: to the greatest extent feasible, employment and training opportunities go to low- and very-low-income residents, and the bid includes a representation of whether you are a Section 3 business concern, defined as 51 percent resident-owned, or 30 percent of full-time employees currently or recently Section 3 residents, or a commitment to subcontract 25 percent to concerns that qualify.
Outside authorities, the state rules govern. Massachusetts attaches its c.149 schedule to on-call and charter school plumbing bids, as Match Charter Public School did in May 2026. California Labor Code 1771 applies at 1,000 dollars and expressly to maintenance. Illinois and New York apply their acts without a threshold. Utility lead service line contracts funded through the SRF carry Davis-Bacon plus the state act plus Build America Buy America sourcing for iron, steel and manufactured products. Bonding, insurance and how bids are scored
On-call plumbing contracts often carry no bond at all: McKeesport marked no bonding requirement on its IFB, keeping the field open to small shops. Where a bond is required it is a bid guarantee of five percent and performance and payment bonds of 100 percent within ten days of award. Capital projects follow state thresholds: Massachusetts requires a payment bond of half the contract price over 25,000 dollars; Texas a performance bond over 100,000 dollars and a payment bond over 25,000, or 50,000 for a city; federal work over 150,000. bid bonds and performance bonds explained explains how to set up the surety line first.
Insurance is where authority bids fail. McKeesport requires evidence of workers' compensation, general liability and auto coverage in the bid package, and within ten days of bid opening a certificate naming the authority as additional insured on a primary and non-contributory basis; the award can be cancelled without notice for a missing certificate. Three references are required and may be called before award.
Scoring is price. McKeesport averages the hourly rates and awards the lowest, reserving the right to make multiple awards. Massachusetts towns award the lowest total against estimated hours. Hall County awarded a pool. Only larger agency and campus contracts bought by RFP weigh response plans and staffing. The responsiveness check comes first and is where bids die: an unacknowledged addendum, an unsigned non-collusion affidavit, a blank Section 3 representation. Where solicitations appear and what the calendar looks like
Housing authority plumbing bids are posted on the authority's own website, sometimes in a legal notice, and in some states on the state portal: Massachusetts authorities post to COMMBUYS, where the late-August 2026 list carried on-call plumbing bids from the City of Lawrence and the Framingham Housing Authority. California authorities like Marin Housing post through OpenGov. Counties and districts use BidNet, DemandStar, Bonfire or their own pages; New York City uses PASSPort; charter schools email a notice and post a PDF. The calendar is driven by fiscal years and option years. A three-plus-two authority contract is rebid once every five years, often with only a few weeks' notice. District on-call contracts start July 1 and are bid in spring; restroom and water heater capital work is bid in winter for the summer window. Lead line programs are annual bids for the next decade. Common questions
How are on-call plumbing contracts awarded?
Almost always on price. Housing authorities like McKeesport average the bid hourly rates and award the lowest, sometimes to more than one contractor. Towns award the lowest total against estimated hours by classification and shift. Counties like Hall County, Georgia, award a pool of several contractors on fixed rates and dispatch among them. The qualification check, license, insurance, references, comes first and is pass or fail.
Does Davis-Bacon apply to housing authority plumbing work?
To development and modernization over 2,000 dollars, yes. To routine maintenance, which covers most on-call work orders, no: HUD-determined maintenance wage rates apply instead under 24 CFR 965. The contract says which rule applies to which work, and both can appear in the same contract. Section 3 applies either way.
Can a plumbing contractor bid lead service line replacement?
Directly on the private-side programs and inventory verification contracts, where the work is inside the customer's property and requires a licensed plumber. The public-side work from main to curb stop is excavation and restoration bid by utility contractors, often on a general engineering license, who need licensed plumbers for the private side. Most systems are moving to full replacement under the Lead and Copper Rule Improvements, which makes teaming with a utility contractor the practical entry.
Do I need a separate certification to test backflow preventers?
Yes, in every state, and it belongs to the individual tester, not the company. Texas issues the Backflow Prevention Assembly Tester license through the Commission on Environmental Quality after a 40-hour course and exams; California purveyors accept AWWA and ABPA certifications; many states use the ASSE 5110 series. Annual testing is required by the purveyor's program, which is why authorities write backflow visits into their plumbing contracts.
What insurance do housing authorities require?
Workers' compensation, general liability and comprehensive auto liability, with evidence in the bid package, and within about ten days of bid opening certificates naming the authority as additional insured on a primary and non-contributory basis for the full term. Authorities can cancel an award without notice for a missing certificate; the limits are in Part 3 of the IFB.
