How to get on a police tow rotation list and win municipal towing contracts

Rotation lists are the common form. The police department keeps a list of permitted companies and calls them in turn for crashes, disabled vehicles, impounds and abandoned cars. Frederick's list runs January 1 through December 31 and is called in order, with the department free to skip a company when circumstances require. Athens, Tennessee's ordinance requires Tennessee Highway Patrol rotation status before a company can apply for the city list at all, and classifies each truck as Class A through D by gross vehicle weight rating and boom capacity so that heavy calls go only to Class C operators.

Franchise or official garages are used by the largest cities. Los Angeles divides the city among Official Police Garages, each holding a contract for a district, at rates the Board of Police Commissioners approves each year. New York's Rotation Tow program licenses companies by zone through the Department of Consumer and Worker Protection. These are competitive multi-year awards, far harder to enter than a rotation list.

Freeway service patrols pay the operator directly. Houston's Tow and Go program, the former SafeClear, contracts operators by freeway segment to clear stalled vehicles to the nearest safe location at no charge to the motorist. The city pays; the operator does not collect from the driver unless the driver asks to be towed home at the regulated non-consent rate.

Frederick's handbook is a complete checklist and is typical of a mid-sized city.

• Equipment. At least two tow trucks registered as such with the Motor Vehicle Administration, including one rollback and one wrecker with a wheel lift, for vehicles up to 11,000 pounds. Medium and heavy tows require a truck rated for them. Each company files an equipment list and its limitations.
• Storage lot. Inside city limits, not shared with any other business, large enough for the department's volume, surrounded by a permanently installed six-foot fence with a locked gate, lit, and open for releases 24 hours a day. Athens requires the lot and office to be accessible to customers and police, with rates posted at the office.
• Office and phone. Core hours 8 a.m. to 5 p.m. Monday through Friday with the office staffed, and one phone number answered 24 hours a day, 365 days a year. Frederick gives five minutes to accept a call after dispatch.
• People. Every operator submits to a criminal history check at $30 per person, paid by certified or company check, and needs a valid license. Athens requires drivers to be at least 21 and bans magnetic signs; company name and phone must be lettered on both sides of the truck and visible from 50 feet.
• Independence. No company on the list may share a phone number, address, business license, lot, trucks or ownership with another company on the list.

The application is filed once a year on the department's form, with certificates of insurance, the equipment list, the lot address and a signed acknowledgment of the handbook. A company that will not sign the acknowledgment is not placed on the list.

The clock is the contract. Frederick requires the truck on scene within 40 minutes of notification, for both regular and heavy tows, and treats a failure as grounds for removal. Athens gives 20 minutes, with extra time only for verifiable circumstances the department approves and for Class C heavy calls; two missed calls within one rotation cycle lets the chief suspend, condition or remove the company. A company that cannot respond, lacks the equipment, does not answer or declines is passed over and the next company is called.

Out-of-rotation time must be requested in advance, by email at least 24 hours ahead in Frederick, and the company is placed at the top of the list when it returns so it loses no turn. Snow emergencies run a separate rotation with their own fee. On scene, the officer in charge can direct which vehicle is removed first, require extra equipment, and order a vehicle to a particular location; the company assumes liability for the vehicle and its contents from hookup through storage and release.

Two things matter about these numbers. First, they are ceilings: a company may charge less or waive a fee, never more, and every invoice from a police tow is subject to audit. Second, they are set annually, so the operator's cost inflation is absorbed for a year at a time. Frederick's 2026 schedule includes a diesel surcharge that switches off below a stated price; Los Angeles added an EV surcharge because electric vehicles need a flatbed and special handling. Frederick's floor is $1,000,000 in general liability per occurrence including property damage, with a 30-day cancellation notice, and $100,000 in workers' compensation, with the police department listed as certificate holder. Athens names three coverages by type: vehicle liability for bodily injury and property damage, garage keepers liability for vehicles in storage, and on-hook coverage for the vehicle while it is being towed, with certificates filed before placement on the list and the city notified of any change. Most cities set garage keepers at the same $1,000,000 limit as on-hook, and many require a fire, theft, vandalism and collision endorsement on the storage lot.

The rotation list is the license. The contracts are elsewhere, and an operator already on the list is the natural bidder for them.

• Fleet towing inside a county or city vehicle maintenance bid. El Paso County's fleet maintenance tabulation carried a towing line, bid at $55 and $50 by the two shops. A tow operator can partner with the shop or bid the line directly where the buyer splits it out.
• Abandoned and junk vehicle programs, where the city pays a per-vehicle removal fee and the operator keeps salvage under state lien law.
• Heavy recovery for transit agencies, public works and school bus fleets, usually an hourly rate contract with a response-time clause.
• Service patrols like Houston's, where the city pays per segment or per assist.
• Impound lot operation, where the city owns the lot and bids its operation, including release, auction and records.
